VACANCY IN STAR-SDP PROJECT

PUBLIC ADMINISTRATION EXPERT FOR THE PREPARATION OF PROJECT COMPLETION REPORT (PCR) OF STAR-SDP

(1 person, for six -months, intermittently from 1 January 2010 – 31 December 2010) 

Scope of work

  1. Prepare a concise description and assessment of the project from identification phase to completion;
  2. Evaluate the adequacy of preparation, design, appraisal, implementation arrangement, and performance of the borrower, ILMU and ADB, including how the problems were handled, whether they were foreseen as potential risks, and the adequacy of the solution adopted during implementation;
  3. Conduct evaluation of the project achievements;
  4. Develop recommendations and actions plan based on evaluation and lessons learned for project sustainability

Qualifications:

  1. Possess minimum master degree in public finance/public administration;
  2. Having 10 or more years experience in handling projects financed by donor agency;
  3. Having the fluency in English and ability to work closely with government officials;
  4. Having extensive knowledge in developing Project Completion Report.

PROJECT MANAGEMENT AND PROCUREMENT EXPERT (1 person, for 12 - months, from 1 January 2010 – 31 December 2010) 

The expert dedicated to assist ILMU Secretariat, Bappenas in implementing its activities particularly in project management and procurement process.  Scope of Work:  (i)    Work closely with other experts, consultant team, and Senior Financial Experts to collect relevant documents and information on the project implementation;(ii)   Assist ILMU Secretariat, in the preparation of its Work Plan and Procurement Plan (iii)  Ensure the implementation of activities detailed in the Work Plan and Procurement Plan (iv) Work closely with procurement committee of ILMU Secretariat, Bappenas to ensure the procurement is carried out in accordance with policies in Loan Agreement. Qualifications:  

  1. Having minimum bachelor degree in accountancy, economic or other related field
  2. Having knowledge of the procurement process of the Government of Indonesia (GOI) and the ADB
  3. Having experience in project management for minimum 3 years
  4. Having the fluency in English and ability to work closely together with government officials;

Minimum Qualifications: High school diploma (or equivalent); two (2) years experience as an administrative assistant or secretary; English Level III proficiency in reading and speaking (writing desirable); and proficiency with the MS Office suite of software.

Duties: Provides clerical and secretarial services in support of specific projects conducted by the company by managing correspondence by fax, email, and letter; prepares correspondence and media presentations (e.g., PowerPoint software); maintains files containing correspondence and other key documents relevant to the project; places and tracks supply and equipment orders in support of administrative functions of the project; maintains an appointment and travel schedule for key project personnel; tracks reporting requirements to project sponsors and monitors; and coordinates meetings of project personnel with the company and outside agencies.

1) International Expert on SEZ Capacity Building, Training and Promotion (06 person-months)

a. Qualifications.

A university-level post graduate qualification in economics, finance, or business law is required. Relevant experience in human resource development and training delivery; and in the development, operation, and promotion of SEZs or similar investments or industrial infrastructure projects is required. The consultant will possess the relevant skills and have extensive experience with training-module packaging and their execution, and be well-versed with Government policies and procedures. Experience working with United Nations organizations and/or multilateral development finance institutions on project preparation or implementation is a plus. Working experience in Lao PDR and the ASEAN region will be an advantage. Fluency in both written and oral English is required.

2) Lao National Expert on SEZ Capacity Building, Training and Promotion (14 person-months)

a. Qualifications.

A university degree in economics, engineering, business administration, or social sciences is required, along with relevant skills and comprehensive experience in training-module packaging and their execution. The consultant will be well-versed with Government policies and procedures, and be fluent in written and oral English.

3) National Expert on Resource Center Development, Information Technology, and SEZ Promotion (14 person-months)

a. Qualifications.

The consultant will possess a university degree in economics, business administration, or journalism; advanced knowledge on information and telecommunication systems development and application; and relevant experience on industrial and investment promotion. Extensive journalism experience covering investment issues would be an advantage. Fluency in both written and oral English is required.

4) National Project Coordinator (24 person-months)

a. Qualifications.

The consultant will possess a university degree in economics, business administration, or social sciences; the relevant skills and comprehensive experience needed for project administration; and a strong familiarity with government administrative processes and procedures. Fluency in both written and oral English is required.

Experience in areas related to the development and/or operation of SEZs or similar industrial infrastructure project, and fluency in both written and oral English are required.

“Cerita tentang Tukang Ledeng

Suatu hari bos MercedezBenz mempunyai masalah dengan kran air dirumahnya.
Kran itu selalu bocor hingga dia kawatir anaknya terpeleset jatuh.

Atas rekomendasi seorang temannya, Mr. Benz menelpon seorang tukang ledeng untuk memperbaiki kran miliknya.

Perjanjian perbaikan ditentukan 2 hari kemudian karena situkang ledeng rupanya cukup sibuk. Si tukang ledeng sama sekali tidak tahu bahwa si penelpon adalah bos pemilik perusahaan mobil terbesar di Jerman.

Satu hari setelah ditelpon Mr.Benz, pak tukang ledeng menghubungi Mr.Benz untuk menyampaikan terima kasih karena sudah bersedia menunggu satu hari lagi. Bos Mercy-pun kagum atas pelayanan dan cara berbicara pak tukang ledeng.

Pada hari yang telah disepakati, si tukang ledeng datang ke rumah Mr.Benz untuk memperbaiki kran yang bocor. Setelah kutak sana kutak sini, kranpun selesai diperbaiki dan pak tukang ledeng pulang setelah menerima pembayaran atas jasanya .

Sekitar 2 minggu setelah hari itu, si tukang ledeng menghubungi Mr.Benz untuk menanyakan apakah kran yang diperbaiki sudah benar-benar beres atau masih timbul masalah?

Mr. Benz berpikir pasti orang ini orang hebat walaupun cuma tukang ledeng . Mr. Benz menjawab ditelepon bahwa kran dirumahnya sudah benar-benar beres dan mengucapkan terima kasih atas pelayanan pak tukang ledeng.
