Special Audit
We have played a leading role in the field of special audit of projects funded by bilateral and multilateral aid agencies, having undertaken financial audits for various NGOs and programmes funded by The United Nations Development Programme (UNDP), New Zealand Agency for International Development and the U.S. Agency for International Development (UsAid) Mission in Indonesia, among others. We also have considerable experience with procurement contract reviews for World Bank financed projects.
Investigation Services
We assisted the Office of Anticorruption and Integrity (OAI) of the Asian Development Bank (ADB) in uncovering evidence of corruption and fraud practices in certain projects funded by ADB in Indonesia.
Socioeconomic research/survey
We have extensive experience and are well qualified in qualitative and quantitative research techniques. These cover baseline surveys, project impact assessment, data collection, data analysis, monitoring and evaluation, and reporting. We have completed projects and research work in various sectors for a number of clients. Among these, for example, were a number of projects in a variety of agricultural sectors for the likes of IFC PENSA with the ultimate aim of improving agricultural practices and raising living standards across Indonesia.
On an entirely different front, meanwhile, we also conducted an integrity and capacity assessment of the justice sector in targeted areas of Indonesia for the UN Office of Project Services (UNOPS), while in the educational sector we conducted a survey for the Ministry of Education on the external evaluation of the Target School Programs (TSP) and Non-Target School Programs in East Java Province.
Public Awareness
We also have considerable experience in public awareness/relations and outreach services in Indonesia and our Public Awareness Team was engaged to handle media matters for the UsAid-funded IN-ACCE project, which developed new anti-corruption legislation and established regional courts specifically to handle cases of corruption. Meanwhile, we led the efforts to socialize the Deposit Insurance Agency (Public Awareness for Deposit Insurance Establishment Project – UsAid), taking the lead role in media relations.
On yet another front we drafted communication and promotional materials for the Learning Assistance Program for Islamic Schools (LAPIS) of Cardno Acil Pty Ltd / AusAID, including newsletters, informational brochures, and activity profiles. We also managed the logistical aspects of seminars, symposiums, workshops, conferences, and similar events from the conception stage right through to completion.
Rule of Law and Human Rights
In a consortium with Millennium DPI Partners, LLC, we won an Indefinite Quantity Contract (IQC) on the International Rule of Law Technical Assistance Services funded by UsAid. The purpose of these contracts is to support the development of the rule of law, and the promotion and protection of human rights throughout the world.

Project Management
We have considerable experience in managing large and complex projects. Understanding the unique complexities of how projects should be designed in Indonesia makes us a leading provider for forestry and climate change projects.
One important project we have led was the Katingan Peatland Restoration & Conservation Project in Central Kalimantan funded by Marubeni Corporation, the Japanese Ministry of Economics, Trade and Industry, and PT Rimba Makmur Utama, providing experts and specialists on the areas of REDD+ at each phase of the project.
Other clients for environmental projects include organizations such as the William J.Clinton Foundation, UNDP, and the World Wide Fund for Nature.
Moores Rowland also supported the Project Manager of Indonesia – State Audit Reform Sector Development Project (STAR-SDP – ADB funded) in the monitoring and evaluation of the project contracts/activities. The project supported the reform undertaken by the Government of Indonesia to improve governance, efficiency, economy, and effectiveness of public sector audit through strengthened audit institutions operating to internationally accepting standards. We designed, coordinated and implemented training for PIU and BAWASDA staff on financial report format and procurement covering 30 provincial BAWASDAs (Regional Supervisory Body), 20 BAWASDAs at regency and municipality level, and 50 Secretariat of DPRDs (regional parliament) in Indonesia.
